Scammed by thesispaper

I posted an ad in the looking to hire subforum about some simple apps that I wanted to get created. We agreed on the 100 dollars for the 4 apps and I paid 53 dollars up front (to cover the paypal fee).

I was told it would take 48 hours. However, after I paid, turns out the money did not land in his account as he was not verified. I was told to do a chargeback and then cancel it and he would get his money....
